I don't think your numbers are right there. The frequency of piracy and number of pirates has been growing steadily. If anything you could say that there is a direct (not inverse) relationship between pirates and global warming.

The problem is we have this vision of 17th century pirates in our minds. High Seas piracy is a live and well today.
